The privacy issue also involves Google, not just the school. Are kids required to agree to Google's terms of service?

Yes, but the kids aren't using their personal Google accounts. They are using Google accounts owned by the school district for the specific use of school assignments. So they might be logging in as mvlahsd-2015-student0326@gmail.com, not mvskaterdude2001@gmail.com or iluvtaylorswift648@gmail.com.

Of course, parents are probably also required to sign the acceptable use agreement (since minors can't sign contracts) stating that they have discussed the matter with their children.

As the article states, this is actually good training for the future to understand the importance of keeping professional and personal lives separate.

I don't see this as a major issue. It's a school-provided resource, it should be used for school activities.
