So are Huskins and Quinn exhonerated in her odd kidnapping? or not? This article is mute on that very relevant question. After all the abusive attendtion they received from media and probably from their neighbors, I'd like to know how things stand now. I wish the writer of this article were more explicit about this.

Actually, it appears to be a legal issue.
Having mental illness does not specifically break any laws. However, kidnapping is illegal. The fact that the FBI have an active investigation going points to that there may be a legal issue. The district attorney and court system will decide if Mr. Muller has broken any laws, but it looks highly likely that charges will be eventually filed.
Does this guy need help? Yes, he does (although I will defer to medical experts to verify this), but he is also responsible for a kidnapping.
