And then after a year the cost goes up so much that only the wealthy can afford it. No-go. The guaranty of FAIR rent levels would have to last for the entire time the person(s) or family choose to live there, else it's little more than a one-year eviction notice. A restriction on how much rent can be increased each year would remedy that.
If developers what to make millions by causing the suffering of others and ruining of lives with these re-developments, then they should pay more to the "victims" relieve that suffering. Mountain View has ENOUGH homeless already.
