City opens new affordable housing complex

Mountain View leaders cut the ribbon on Tuesday, celebrating the completion of a new 49-home apartment building offering below-market studios at 819 N. Rengstorff Ave.

How is it that this bit of land got affordable housing? How was Chiang involved? Why is it only 3 measly stories tall?

So if its affordable housing was it built using prevailing wages? especially since the developer got state and federal tax credits
