Yes, crazy stuff indeed. Don't rule out mental illness as well. It's a scary mix, but there's no law saying the crazies can't get all liquored up like the rest of us. All totally legal; the law only comes into play when the hitting starts, but by then the eyes have already been blackened.

I didn't see a charge of open container so one must assume while he was drunk in the park, but he did not necessarily GET drunk in the park.
