2014 second-highest year for West Nile virus cases

There were more than 800 human cases of West Nile virus throughout the state in 2014, the second-highest year on record to date, the state Department of Public Health announced Wednesday, April 8.

I wonder if the reluctance shown by the local cities (mainly Palo Alto) to spray, or eliminate standing waters, has anything to do with these cases?
