Water district set for big rate increase, thanks to drought

Calling it the most "severe drought in California's history," the Santa Clara Valley Water District is poised to increase water rates following a depletion of groundwater supplies and a growing need to buy water from other, more expensive sources.

They're raising rates to raise $37M which they'll use on capital improvements? Shouldn't capital improvements be paid for by the half billion dollar bond that voters recently passed?

The District has decreased rates in the past. I don't see that happening in the next 10-15 years though, unless California and the local area goes through a prolonged period of lots of rain.

The 2012 Safe Clean Water property tax measure did include some money for water supply, but that was to partially fund the seismic retrofit of the main reservoir (Anderson). Most of the tax funding goes to flood protection and environmental restoration, which aren't paid for by water rates. Water supply (as opposed to flood protection and environmental restoration) is mostly paid for by water rates, with some exceptions like the State Water Project property tax mentioned in the article.

Why is Mountain View behind Palo Alto and Los Altos Hills in getting our money back? I never knew I paid a tax for services I did not get
