So, is this the reason everyone's water smelled a couple weeks back? the smell is still present. Is it safe to shower in, at least?

No, the contaminants here are orderless. It was reported that the smell had nothing to do w/ contaminants. Also,the smelly water only affected a small area. It has been fixed since the stagnant stuff got flushed out.
If we would have had normal rains this would have been flushed naturally and never caused a problem.
