I'm pretty shocked that science has no way to identify this chemical, other than that it is not petroleum. Is it some how confusing scientific instruments? Or are the wrong people studying it?

"... shocked that science has no way to identify this chemical, other than that it is not petroleum."

But you read no such claim at all. This is a forensic qualitative chemical analysis for a mystery that just broke the news. If it's like others, it will use a number of analysis methods in out-of-town facilities (where it may have to take its turn with other cases deemed urgent). Unlike on TV, these things don't always happen within 60 minutes. Be patient.
