One wonders why two people were hanging around Rengstorff park in those hours, espeically in this frigid cold weather. Are they homeless or criminals or both?

Nice to hear of recovered bikes; good news for a change.

@jermaine:

Read the article.

"One of them fled, but police were able to identify the second man as 23-year-old Nicholas Mathas of San Jose. Police arrested Mathas on charges of receiving stolen property as well as a probation violation."

Mr. Mathas was not homeless, otherwise he would have been described as "no known residence." He's from San Jose, he lives there.

Second, yes, he was a criminal. The phrase "probation violation" is a key clue here. That means he committed a crime before and part of the agreement for his recent freedom was to stay out of trouble. He did not fulfill his obligations.
