It's time for city, county employee's to get a housing allowance as part of their compensation package. Rents are out of control. Employee's can't even afford to live where they work.

City and county employees already get a housing allowance as part of their compensation. It's called "salary".

At the risk of sounding callous, why must a public employee, or any employee for that matter, live in the same municipality that they work in?

There is no "right" to get paid a figure that allows local residence. If the work you do doesn't pay enough to live in Mountain View....then you can't afford to live in Mountain View. Either do that work where you can afford to live, or find an employer that does offer the wages you desire.
