Notice how the place is across the street from a park, good place to set up surveillance, to record the comings and goings of the occupants. Also there is a heads up child development center there. Wonder what that tells you? Maybe they have children there? Maybe the Development employees have seen these characters.
Notice how most thefts happen near heavily used corredores, like highway 101. Normally a lot of them happen near ECR.

Just a minor crime now why bother....if they get caught they just get a ticket...
