Why do we even have laws?

There's a law against standing and smoking on Castro within 50' of an entrance on Castro. There's another law forbidding biking on the Castro sidewalk. But anytime I'm on Castro one or the other is going on, sometimes both, in blatant violation of the law. What's the point?

Because is correct.

Laws do not completely eliminate wrong behavior, but they do greatly limit their occurrence. If there were no seatbelt laws, people wouldn't be wearing them and automobile accident fatality rates would be much higher.

Laws (and government) are there to promote order within society, and often to protect public safety. There's a reason why you can't drive 85mph by an elementary school, and it's a good reason.

That's the point.
