Leaf blowing at 5:45 AM?!

Live next to Rengstorff Park and woke up at 5:45 AM this morning to a guy walking around in near darkness at Rengstorff Park blasting a leaf blower up and down the parking lot. Seems a bit early for that, anyone know who I can complain to?

I live just up the street from the park and it seems someone is always using a leaf blower. Not only is the constant noise irritating, everything disgusting that is on the ground is blown everywhere for us to breathe. They should ban them as other cities have.
