Council is missing the point once again!

To really affect traffic, quality of life, and cost of housing in Mountain View, we need to restrict the growth of jobs first and most. Put a FREEZE on all new office space in Mountain View.

That stops the bleeding and gives everyone a chance to work on other solutions.

A fee on commuters to North Bayshore has lots of tradeoffs. For one thing, it likely increase rents and housing costs in the rest of MV since Googlers will want even more to live here so they can bike to work.

Much better to freeze new office space, and encourage Google and others to build HOUSING in North Bayshore. That extra supply will help on housing costs in the rest of MV, plus it can help reduce traffic and bike/car issues by putting housing very close to those jobs.

About housing in North Bayshore - Every sf of housing is one sf less of office space. So, maybe it's the best direction to go - with a mix of housing types - including low income, family-oriented, and ownership.

The thing is, though, I doubt that Google would be interested in supporting housing. Why would they? They want to expand into that 3.4 million sf of new office space that Council and Planning are apparently assuming is a done deal.
