Shift the laws to target and arrest and jail the male purveyors and male customers of sex slaves (prostitute is the euphemism for sex slave in most cases)... as is done in Sweden and other socially advanced countries.
If you destroy the market, ie target the males, then the supply will not be profitable and will diminish.
After all, folks, it is the PIMP who is the OLDEST PROFESSION not the girls he entrapped lo' those eons ago. But blame the women is the oldest rationale for male crimes.

There are some odd things in Mt View... just a few blocks from city hall, at Shoreline and California there is some sort of flop house. Once in a while you see the door open and a bunch of bunk beds inside.... trafficking isn't only "sex workers" There are those paying off passage by working in restaurants too....
