People often do not stay with city limits, whether it be for work or leisure. Mountain View businesses host a variety of customers from all over, including the occasional thirsty East Palo Altan.

And believe it or not, there are people who don't live in San Francisco who go there for food, drink, and other activities.

People are free to cross city limits. Leaving a county or state would be prohibited if a court ordered restricted movement, typically in the case of convicted felons of violent crimes, or perhaps a crime suspect with a high risk of fleeing.

Otherwise, there are no restrictions to move around freely between cities, counties or states.

It sounds like you don't get out much. You should venture out someday: Sunnyvale, Los Altos, Palo Alto.
