Can Jumbotron, fountains make a 'great place?'

Can a 1-acre space designed by famous "Great Place" creator Fred Kent add badly needed charisma to San Antonio Center, which developer Merlone Geier has stuffed with apartment buildings and retail outlets, such as a Safeway store?

Although, I had another headline in mind starting with the word lipstick.

I agree that a jumbotron don't make a place but a fountain will. How many photos of people standing in front, next to or even in a fountain exist. In some places fountains, squares and abundance of retail shops is on every tour.

I don't see a outdated mall as a place, just place to park and run in, pick up a few items. Leave
