The Santa Clara County Health Department, in cooperation with many county school districts, developed an 'emergency' response plan to a flu pandemic. in our schools This was largely at the urging, during the 2009 H1N1 season, of then County Supervisor Liss Kniss (or Sup. Dist.). She is a former school public health nurse.
It's a rather long document - but it should prevent the confusion I saw with 'who decides what' and 'how do communications run between a particular school and the Health Dept.' Excellent - the school health nurses - as required - communicate directly to the county public health nurses. Without middle managers, or communications ladders impeding the rapid exchange of information.
Another example of Gov. working efficiently for promoting the general welfare.
Good article Nick!
