The waters of the bay south of Redwood City are no longer navigable for large boats or ships. It has silted in and is not deep enough. That's why there are no docks south of Redwood City, though once there were.

Aren't their docks at Moffett Field, which that Navy used for transporting weapons?

Nope.

The USN left 1 July 1994.
Doubt if any of the sloughs around there would float an innertube at low tide.
