It never fails to make me sad to read about dishonest or fraudulent behavior. Not that I don't ever expect it to happen. But every instance of it is a shame.
Should people just be resigned to it? Is there anything proactive we can be doing to discourage dishonest behavior?

Yes, there is a human way to handle people who steal from others that is employed very successfully in Singapore and would work extremely well for white collar crimes - caning i.e., flogging and then mandatory debtor prison.
