Considering the tripling in cost of the original price, stopping the project at this point would still be a bargain, with relatively small losses, compared to the money that is now being projected to finish the original scope of work.
We should cut our losses now and admit this has become a bad deal.
HSR, or some other form of mass transit for California is still a good idea worth pursuing. But this variant should be thrown out.

Electrify Caltrain and make Amtrak trains more numerous, faster and dependable. There are a multitude of options between what we have now and HSR. What makes a train system good is reliability, dependability, ease of access and use, and the right number of stops, not necessarily high speed in competition with air travel.
