This is throwing good money after bad and will do little more I suspect than support the public employees involved in this project.
How about throwing some good money at kids who are eager to learn and not perpetual discipline problems and a drain on society?

There are two ways to make decisions: knee-jerk reactions or looking at the hard numbers. I propose we do the second. The Annie E. Casey Foundation crunched the numbers for the last 40 years and found that locking up troubled youth does not reduce crime, but it does waste taxpayer dollars. The report came out yesterday: Web Link

Followed the link, read the article...it doesn't exactly prove that.
Sounds like a noble concept, but I suspect the cash will just disappear into the bureaucratic ooze. Leaving them demanding more.
