This is because of the transient nature of this area which I live in.
There are to many large rental complexes... not enough parking and police enforcement. Even though the police have responded when we call. The teen center, daycare, senior center, Avenidas, Dayworker Center, Rengstorff Park,and Castro school are located here. The gang activities have gotten bad to worse. We call regularly because of shopping cart vehicles park for over three days or more, and also have to clean up trash and dog droppings regularly. There is a lot of nighttime walking traffic from El Camino down Escuela and people just hanging around 7/11 market. Mountain View is 60% renters and 40% owners and this number is backwards.

When I came to California I lived in an apartment on Chiquita Ave with Castro grade school across an alley about the time they made an open park out of the school playground. The neighborhood wasn't unsafe at the time though it has changed.
Does anyone know the unemployment and dropout rates in the area? What are the rents? Are the buildings in repair past the facades? Who owns them? Do they have ESL classes in Castro Gradeschool at night? Are the tenants encouraged to organize themselves on neighborhood issues or come to any neighborhood meetings?
By the way, being out and around, hanging out, etc, is more or less normal among people. Here in US suburbia it's normal to huddle in a house surrounded by electronics and consider outside a no-man's-land. I recall a few years ago visiting a neighborhood of mostly families from Taiwan. During the day older people would walk down the block to see their friends, kids would be running around, people would be doing projects in the back yards. Many garages had been converted into flats. It was kind of like the neighborhoods most older Americans remember except for the flats people used to help with Silicon Valley mortgages.
A corresponding neighborhood in, say, Los Altos would be largely devoid of people. Occasionally a garage door would open and a car glide in or out, the door would close... There were no flats since the people watch one another and call the city. A nimby project is the only time the neighbors interact as a rule.
Of course if there are real gang activities here maybe it's too late and only urban policing and generational change will work.

Thank you maguro_01 for pointing out that, yes, people do socialize outside...what a concept! I believe there is a lot of nighttime walking traffic on Castro Street and people just hanging around the Starbucks and other coffee shops downtown. It's puzzling, no, troubling, that people walking around their own neighborhood would be viewed with such suspicion.
By the way, the Day Worker Center exists to help men and women find employment, learn English, learn job skills, and make a better life for themselves. They have a very strict code of conduct and people who make $12/hour use that money to support their families, they don't squander it on drugs. For those interested in learning more about the Day Worker Center, please feel free to drop by between 7am-5pm Monday through Saturday.

Their strict code of conduct is based on breaking the law in terms of illegal immigration and illegal employment. Admit that point first, and then elaborate on all the good that comes with it.

Why do you all always assume whatever happens is due to an illegal immigrant or the peson has ties to the day worker center?
When were you people that are making these comments made to be the elite group? What right have you to judge and express your sarcasm?
