Why is this being done??? This poses an immediate public safety threat to all citizens who live in, drive in, bicycle or walk within the city limits of Mountain View!
Why is the City Attorney ordering our City Police Department to not perform their sworn duties and enforce the Safe Street Act of 1995 that the California Legislature passed in order to remove unlicensed, therefore untrained and in most instances uninsured drivers from the highways and streets of California?
The Mountain View City Attorney does not have the authority to order our City Police to not enforce State Law. But she is doing this very thing, and endangering the general public of Mountain View.
This in spite of the fact that back in 1994 the California Legislature, after extensive fact finding, determined that:
1. A driver that continues to drive with a suspended drivers license is FOUR times as likely to be involved in a fatal accident than a licensed driver;
2. At any given time within the State of california, more than 720,000 drivers licenses have been suspended or revoked:
3. That of all drivers involved in fatal accidents, more than 20 percent involved unlicensed drivers;
4. At any given time within the State of California, over 1,000,000 (yes that is ONE MILLION!) people are driving without ever having been licensed!
Due to these outrageous statistice, and their concern for the public's safety, the California Legislature authorized Law Enforcement to promptly remove any and all unlicensed driver's vehicles from our public streets and highways by enacting the Safe Streets Act of 1994, in which Law Enforcement would order the unlicensed drivers vehicle to be impounded until the driver could become trained and aquire a drivers license.
Despite how well this law was working, the Mountain View City Attorney has now stopped our police officers in Mountain View from doing their jobs of making our streets safer.
We must reverse this outrageous act of the City Attorney of Mountain View and allow our police department to once again do their jobs and enforce the Safe Streets Act of 1994 to ensure the general publics safety.
