Sounds like gang-on-immigrant activity. I've seen both gang members and immigrants hanging out in that area.
And when victims decline to be taken to the hospital, it's usually because they don't want trouble.
On the other hand, with descriptions of the suspects as "ranging in age from their late teens to early 30s," they'll be caught in no time!
