Speeding up college transfers

Two bills, written to help streamline transfers from state community colleges to schools in the CSU system by requiring more overall uniformity in the process, were signed into law by Gov. Arnold Schwarzenegger on Sept. 29.

I amazed that this wasn't already the case. I'm from originally from another state and I'm over 50. When I was in high school, if you went to the junior college, you got an Associates Degree which enabled you to start as a junior at most local (not just state) colleges and universities.
