HSR officials wrestle with 'conflict' finding

Two members of the California High-Speed Rail Authority board of directors could be serving on the board in violation of a state law governing conflicts of interest, according to a letter from the state Legislative Counsel Bureau.

Section 1099 says: "When two public offices are incompatible, a public officer shall be deemed to have forfeited the first office upon acceding to the second."

Sounds simple. Katz and Pringle automatically forfeited their previous positions. Pringle has apparently been the former mayor of Anaheim for some time.

Somehow, for some reason, this news just doesn't surprise me.

The rail board's apparent willingness to simply brush aside repeated recommendations to comply with state law fits perfectly with their past behavior in brushing aside valid objections to the high speed rail project.

Agreed, this fact along with the facts concerning questionable ridership models and incomplete funding greatly diminish a successful conclusion to this project, and destroys any credibility this board once had.

Rail may still be a great idea for California, but not this rail, and not now, when the state can't even pay its own bills.
