Using the Bubb Dumpsters for Personal Trash

I'm a teacher at Bubb Elementary and I am increasingly frustrated by Mt. View citizens using the dumpsters at Bubb to throw away their large pieces of trash and recycling. The teachers are often faced with full dumpsters and are forced to pile the papers on top, which will often blow off into the parking lot, the campus, and Bubb Park. It would be greatly appreciated if the dumpsters were left for school use and that private citizens find another way to dispose of their trash.

That's like asking people to not use their garages for storage.

How is it like that? Asking people to not use someone else's garbage can is not like asking someone to not use their own garage. Bubb dumpsters are for the teachers and Bubb employees to throw away and recycle papers and garbage. Is it fair that our financially strapped schools have to pay to throw away other people's trash, while the teachers and custodians are left with full dumpsters and no where to put their trash.
