pathway blocked

Today, soon after a set out on my Sunday morning walk, I was dismayed to find the pathway which connects my neighborhood to the one adjoining Rengstorff Park blocked by a sheet of plywood. Was this action approved by City Hall, or an apartheid-like gesture by an individual? Either way, it is highly objectionable and inappropriate.

When was this done? It has been a few weeks since I last took that particular walk, but I've always enjoyed it and it is the only reasonable access to walk to the park, the community center, senior center and downtown. To restrict access to the entire northern part of the community is unconscionable.

I would appreciate any information available as to the legitimacy of this action.

If it's like the crossings, call the property manager since if you call the city or PD they will tell you it's not a matter from them. At least that's what happened when I call about a similar issue once before. Maybe it's just private property anyway and the easement is for property owners to access the public atreets.
