What is that annoying tone?

For the last 2 days I've been hearing a tone intermittently. It's an electronic tone off in the distance that goes off for a few seconds, roughly every 15 minutes, but sometimes more frequently. I live near the downtown Caltrain station, and I'd describe it as merely annoying, although it did disrupt my daughter's sleep. I'm sure that wherever the tone originates, the people near there must find it much worse.

It's part of the HSR project; getting residents used to annoying sounds will prepare them for a high speed train every eight minutes 24/7 once the boondoggle is built.
