Day in and day out aggressive drivers are the biggest threat to you and your life. We need to jack up the fines for speeding, red light running and even things like failure to use turn signals, then ENFORCE the existing laws.
I bet a 1K dollar fine would get many of the "Too lazy to care' drivers out there to use the turn signal that the auto makers provided.

It is very sad that many drivers don't care about other lives on the roads. They seem to be in a hurry , driving way too faster and weaving in and out all the time and drive thru red signals, driving too fast in parking lots and don't stop for pedestrians in cross walks. The drivers are too deadly. Police should do very regular rounds around pedestrian cross walks,stop signals and impose stiff penalty on dangerous drivers. Till the Police do something concrete, behaviour of dangerous drivers will not change and quite a few innocent people will become fatalities because of negligence of the police to enfore traffic laws. Every morning I witness hoards of Los Altans speeding down San Antonio to 101 in their fancy cars and talking on the phone. It's like a raceway off the stoplights. The police should focus on San Antonio between El Camino and Old Middlefield in that direction.

The article didn't explain why the occupants didn't just safely cut the seatbelts (and if necessary, punch out the windows) using simple inexpensive tools for the purpose, kept in the car where they'll be in reach in such situations? Prudent drivers carry them. Emergency personnel carry them. Auto stores and places that handle safety equipment sell various such tools, they fit in the palm of a hand. One function is an angled sharp blade, positioned to cut belts, but located inside a slot, so it won't cut other things or fingers accidentally. Either separate or combined is a spring-loaded center punch that will knock out safety glass in an emergency. They just cost a few dollars, and for people trapped inside in certain kinds of accidents, the alternative to carrying these safety tools can be worse than just hanging around for a while.
