Sounds like a gang-related initiation ritual, i.e. a rite of passage to get into a certain "club", if you will.

Calling 911 requires several minutes to respond. If that alleged perpetrator tries that with me, he immediately gets to meet my friends "Smith and Wesson".

Nothing like that has happened anywhere near Buddy's. I wonder about the priorities of a city that tolerates a source of mayhem like the Monte Carlo downtown while making every effort to shut down a harmless pot dispensary on the far side of the freeway.
