With Mountain View having to cut services to balance the budget it makes better sense to not extend the bond and use the saved interest payments to balance the budget. When the economic situation improves, we can look at making the longer term improvements...

If you are referring to the city of Mountain View's services being cut, that has nothing at all to do with the financing of the high school district. The city does not fund the schools at all. If we do not extend the bond, the high school does not get its much-needed improvements, and the city doesn't save anything since it's not their bond, so it's a lose-lose, unfortunately.
