Green light for green bond

A recent telephone survey of district residents has led Mountain View-Los Altos School District officials to believe they have enough community support to put a proposed bond measure on the June 2010 ballot.

Why are so many supporters of bond measures deliberately misleading the public by stating they don't raise taxes? Even IF that were true, it not a "benefit" of a bond. Clearly they're hoping that by using these statements that people will think they won't have to pay for the bond. Why can't they just be clear on where the money is coming from (extending an existing tax which would otherwise have expired, hence this is an increase) and let the bond then pass or fail on its merits?

I'm not making any judgement about whether this particular bond measure is a good investment or not. I'm just frustrated that supporters are taking advantage of the fact that most people don't read the fine print of a ballot measure to find out who really pays for it and how.
