Local agencies dodge state IOUs

Despite concerns that state-issued IOUs would hurt already struggling schools and community agencies, locally many of these organizations say they will not receive the monetary promises after all, at least not yet.

So centers for runaway teens get screwed while bureaucrats get their fat pensions.
