If experience of other federal agencies is a guide, almost all these buy-outs will be taken by employees who are planning to retire during July-December 2009 anyway. It does not make financial sense for anyone else to take it. People are better off getting laid-off because the benefits of doing so are more valuable that $25K ($16K -$17K after taxes).

The government was offering $25,000 buyouts in the 80's. You would have thought they would raise the buyout for inflation, at the least make it tax free. Otherwise it's not really worth it.

How come the center director is not on the list if he is losing $100 mln from the less than $800 mln annual budget?
