Wait... so I can drive my car over a curb onto someone's property, through their fence, hit a number of cars and nearly kill someone but as long as I am not drunk or deranged I can't be arrested??? What am I missing here?

The police can break into people's homes and arrest them for having a loud party, but can't arrest someone for creating major havoc and sending a man to the hospital in critical condition?
Fresno is now investigating its PD, and it's way past time for MV to undergo a similar process. The corruption runs deep.
