Work to cause cloudy tap water

Mountain View's tap water may look, smell or taste slightly different in the coming weeks, city officials said, as a result of routine maintenance on the Hetch Hetchy water system by the San Francisco Public Utilities Commission.

I know our water is supposed to be cloudy due to the work on the Hetch Hetchy water system but is anybody else getting an oily, filmy residue that's floating on top of their water? Mine is most evident when I make tea because it tints the slimy stuff darker and you can see a ring of it sticking to the side of my cups.

I noticed this too, but it seems to be gone now (and the cloudiness is getting less as well).

A week or two ago I noticed a strong chlorine smell when filling my son's bath. I think this is really disgusting but I also worry about health effects. What happens when I drink this? I'm told it's safe but if it smells nasty, is it really okay to drink?
