New hurdle for disabled students

New state regulations are making it harder for a handful of local high school students to graduate with a diploma this spring.

i don't understand why ther making it harder for students to graduate. youth already has it hard facing social stigma in ther high school experiance, some facing familie voilence, poverty etc...some student overcome all these problems and they still get all there class credits, i believe they don't need to take/pass the high school exit exam to graduate, that right was accomplished with the completions of thier school credits. students in special ed face the same problems and try twice as hard to achive ther credits. this exam is seting youth up for failier.
