Sutter and PAMF — protect your patients from coronavirus — not just your employees

For months, I declared that I would not write about the COVID-19 virus and its variants because we are bombarded with daily reports in the press, and on daily radio and TV news programs.

But a new coronavirus issue came to the forefront: exposure to the virus at a local medical clinic.

I had an appointment for minor eye surgery at Palo Alto Medical Foundation, where I was being prepped by a nurse. She stood above and peered into my face, dilated m eyes, then put some numbing jelly on my left eye, then more jelly and then some drops. During this 10-minute process, we were talking about COVID and I mentioned the new Jan. 30 booster mandate at PAMF. “Do you have your booster yet,” I asked?

“No,” she replied. Why not? “I need more data, she said.” Why? “Because I need to feel comfortable about the shot, sand I have to know long-term effects of these vaccines. Until then, I don’t trust getting the shot,” she replied.

I disagreed with her, politely. Aren’t you worried about getting the virus? Are you aware you may be a carrier and others may get the virus because you inadvertently are spreading it?

“No,” she replied.

I forgot to ask her if she received the initial two COVID vaccine shots, but based upon her reasoning, it would suggest she had not. And here she was working daily with patients at a medical care facility. And if she waits five years to find out the long-term v effects after getting a jab will mean she will have a long wait, during which she may be a carrier, inadvertently spreading the airborne virus to others, like me – and you.

After I got home, I became angry. For the past 23 months, I have been extremely careful about COVID exposure. No more parties (even outdoors), no more having friends and relatives over, no more going out for lunch with friends. My husband and I became hermits. . I was motivated to live this isolated life because I feared that I would be one of those who had the D variant, and end up gasping for air, days and nights.

And then I needed the eye surgery. It stupidly never dawned on me to ask if all physicians and nurses there had their three shots (two of the Moderna or Pfizer shots, or one of J&J – plus the booster vaccination. Obviously, some on the medical staff were not up-to-date, hence the Jan. 30 mandate.

Those who “need more data” may declare they have their freedoms, but their rights stop when they endanger my right to stay healthy. They don’t have a right to contaminate me.

I asked Dr. Robert Nordgren, CEO of Sutter Bay Medical Foundation, what their current policy is and will be. The January 30 mandate is the rule, he said. And if a person refuses? Nordgren said the case would be sent to HR, and then the individual has seven days with pay to get the shot, and if that does not occur, then seven days without pay.

And then? HR will handle it and it could lead to dismissal.

Let me interject here that the pandemic is having a serious effect on health care facilities. Physicians and nurses are getting sick, causing reduced staffing, staff scurries around rearranging schedules (and not always succeeding), while trying their best to care for patients. Not an easy job these days.

I wonder, don’t nurses and physicians have a moral obligation to let a patient know they have not been fully vaccinated, including the booster? HIPAA rules say the employer (Sutter) cannot force an individual to reveal any personal medical information, Nordgren said.

So I guess the lawyers advising Sutter are saying PAMF is like any other employer, and medical in privacy must be observed. But a recent U.S. Supreme Court decision said heath entities, unlike other businesses, can issue employee mandates. So I reason that the Court has separated out health care facilities from other employers.

Then I wondered if I could ask a physician or a nurse if they had the two vaccines and the booster shots. My logic is that restaurants, museums, and other public facilities are asking people to show their COVID vaccine cards to gain entry into a restaurant and apparently no one has said that’s a violation of HIPPA rights, so why can’t you or I ask a doctor or nurse the same question. In other words, if they, the private establishments, can ask to see the card, why can’t a public person, like me, ask the same question.

Just asking. But I think much more thought has to go into questions like I am asking. After all, the goal is not just to protect the privacy of the employee, but also protect an individual (the patients, in this case) from serious exposure to the corona virus.

Sutter, please get to work on this and help out your patients. You are a heath care facility

Some health professionals adhere to the practice of homeopathy or holistics which provide an alternative to conventional medicine.

It really depends on where one chooses to place their faith in regards to personal health and it would not surprise me if the individual at PAMF is a holistic or homeopathic advocate.

Not all anti-vaxers are right-wing reactionaries decrying the loss of personal freedom and privacies.

Many are highly educated and intelligent individuals who are fully capable of interpreting the news and making their own decisions when it comes to preserving and protecting their private and personal health.

The federal courts have established that the POTUS cannot force citizens to do something against their will in this matter and several religious groups have also claimed that forced vaccinations run counter to their religious doctrines.

Yes, there's no requirement to be right-wing to reject scientific evidence on a subject - any of us can do so! Classically before Covid, suspicion about vaccines seemed to arise more in wealthy, educated progressive communities.

I think we all expect PAMF to be following science-based medical practices unless so informed up-front. I'm not sure what holistics is exactly, but classic homeopathy is not science-based. Perhaps those of us going with science-based practices need a secret hand signal to recognize each other, a la the Masons :)

While there is always a possibility of break through cases of Covid, even if fully vaxxed, am horrified to learn there are staff members at PAMF who are so callous as to continue working in a medical setting without receiving all three vaccinations. A stunning disregard for putting other peoples lives in jeopardy.

It is amazing how quickly the recent Covid variants develop and spread globally.

I suspect that many people have now resigned themselves scientific evidence (or personal belief) that the coronavirus will always be with us in one form or another.

Like the annual flu shots which don't guarantee total immunity from ever contracting seasonal influenza but rather milder symptoms in the event, the Covid vax and subsequent boosters fall into the same category.

Unfortunately, many people falsely believed that the vaccinations would provide them with 100% immunity and the scientific community often falters when it comes to providing any accurate light towards the end of the tunnel.

And as a result, we have another divisiveness issue to contend with in America.

People have the right whether to vaccinate or not but businesses and public venues also have the right to refuse service.

It is more along the lines of a battle between personal & public health concerns VS money generating revenue streams.

Once again to Diana: thank you. I encountered what you have described last year and was amazed to learn that PAMF was not a fully vaccinated workplace. It's the privacy part that is problematic. Since not everyone will accept being vaccinated, it would be helpful to at least be able to get a straight answer to a simple question ("Are you vaccinated") in order to decide if a medical or dental visit poses a health threat. Maybe HIPPA could be suspended in some narrow way during pandemics.

George Orwell fully understood this. Anyone expecting us to divulge medical information as well as showing person ID to enter a restaurant, sporting event or place of work, etc. is not thinking through the deeper issues.

Executive Orders are not the same as executive privilege.

And far as vax disclosures...while it would be nice to know if one's hairdresser or healthcare professional was fully vaccinated, this might constitute an invasion of their personal privacy.

Like asking someone if they are being treated for an STD or HIV.

Or if they have had their annual flu shot.

Does anyone think restaurant staff really wants to check your vax status? do you think this vax status check is going to last any longer than it has to? Were you upset about having to show vax status (MMR, etc.) to enroll your kids into school? When you talked to your doctor about traveling to the third world, did you object to shots for malaria and yellow fever? Are you angered when you have to show your receipt to prove you didn't steal your items when leaving Costco?

if your concern is about big brother, there are many issues where the gov't and private industry is actually violating your rights and manipulating you. This isn't one.

The keyword is "Some". The majority seem to support Bidens policie's. If policies were rejected because "Some" people don't agree then nothing would ever get done. The Supreme court upheld the mandate that healthcare facilities that receive government funding through programs like Medicare, can be required to be vaccinated.

I personally am not worried that others are not vaccinated around me. I know that some people who can not get a vaccination (to young or other health issues) are worried and I appreciate that. They need to make sure they only deal with the vaccinated. The reason I am not as concerned for myself is that I am fully vaccinated and while the vaccine does not prevent a person from contracting or spreading Covid it does makes a huge difference in severity if you get it. So there is a risk of getting it from a vaccinated person as from an unvaccinated person but if you are vaccinated you are much better protected.

Diana - Did you ask if those who are unvaccinated are required to test regularly and can only work with a negative test?

I agree with mjh of College Terrace. Patients had to have their temperatures taken, must wear masks and receive our vaccines through PAMF immediately upon availability and many appointments as appropriate are virtual. To find out that the some of the staff refuse to be vaccinated and can remain employed and be in contact with patients is ridiculous for PAMF. I feel exactly like Diana. You can be sure next time I enter the facility I sure will ask, and will walk out on my appointment. Sutter won't like that due to not receiving my medicare and supplement payment.

Sutter/PAMF was pathetically and shamefully late in requiring the most basic precautions like having staff even mask up. I remember going to an on-site appointment two months after the first lockdown and having to walk through dense crowds blocking the side entrance who were being controlled by an unmasked security guard. My partner saw the same type of stupid violations in his travels all over the building for tests and appointments a few days later.

I asked my doctor I was seeing if my followup should be in person or remote. He said absolutely only do remote.

I tried to report the problems to the city and the county. The city didn't care and their "Uplift" staff could make no referrals. The county Health Dept. only took complaints about retail establishments, not health establishments.
Finally one of the PA research librarians who was providing "guidance" to the PA staff referred me to a state office from which I never got a response to my complaint.

Absolutely ludicrous and frustrating. They and their sister organization El Camino consistently provide the lowest number of vaccines and boosters.

They've been sued repeatedly for over-charging. They forced out their CEO and I've seen nothing about hiring a new one. Getting specialist appointments takes forever "because they can't hire" yet they never stop advertising for more patients who then extend the time-to-appointments. Lather, rinse, repeat.

Friends and I compared the cost of shingles vaccines after I noted they referred me to Walgreens as being cheaper and faster. The same shots at Walgreen's cost $47 for each vs $500 at Sutter/PAMF.

When will our "leaders" and the "Uplift" newsletter start covering reality and acting to deal with Sutter instead of giving us recipes and tips on meditation??

No. The key word is 'many' including both Republicans and moderate Democrats who do not adhere to the radical and socialist proposals of AOC, Sanders, and Warren.

Biden needs to get centered and begin dealing with reality rather than needlessly imposing more 'progressive' mandates on American citizens.

Covid resolution under both the Biden and Trump administrations has been very similar as denial and resignation amount to the same thing.

As for scrutinizing PAMF and its employee's vax status, just go to your nearest CVS or Walgreens for a vaccination as the wait times are far shorter and their pharmacy employees are fully vaxed by employer mandate.

Why stress over PAMF when there are other suitable alternatives?

The Constitution does not mandate or mention anything about vaccinations, birth control, abortions, LGBTQ rights, or the right to own modern firearms.

PAMF's unsafe practices are as egregious as Palo Alto's failure to ensure that the PAPD is vaccinated. No choice or "suitable alternatives" there either and deafening silence from Shikada and our other "leaders."

Legitimately sick people are denied medical care because of all the selfish unvaccinated people taking up needed hospital beds.

Brainrainwashed fools are proudly demonstrating against vaccines and threatening Fauci and his family, rioting on planes, punching out flight attendances and costing people time money and trauma...

Diana, thanks for getting the Sutter CEO on record. Please try with PA, too.

People got vaccinated again polio BECAUSE you didn't have the 24/7 hate machine spewing hateful divisive lies and "alternate facts." I fear we're becoming a doomed 3d world country.

My rights include not breathing in the virus from infected medical personnel, cops and fools, the freedom to SAFELY get the health for which I'm paying insurance premiums, my freedom to fly safely on a plane, the right to vote, not being subject to fanatical book banning or to forced breeding by people claiming plain old contraction is abortion and should be banned...

So excuse me but it's not the "current administration doing everything in its power to curtail those rights."

We still live in a democracy, at least until Trump's next coup attempt.

@Chris, Sutter employees didn't issue the vaccination order until August 2021, a YEAR and a half after the first covid shutdown in March 2020. Employees can still get exemptions. Web Link

"Sutter's policy states all workforce membersâ€"including employees, physicians, volunteers and vendorsâ€"coming onsite to a Sutter facility or providing patient care elsewhere need to be fully vaccinated with documentation on file or have received an approved accommodation for a valid medical contraindication or religious exemption."

My understanding of HIPPA is that it restricts "covered entities" (mostly healthcare providers and institutions) from releasing *your* protected information without your consent. I don't see how it is applicable to you (a consumer) asking your healthcare providers (doctors, nurses, and other practitioners) whether they are vaccinated (albeit they don't have to answer the question if they don't want to). Whether an employer has the right to ask the vaccination status is a separate status. The Supreme Court OKed mandating vaccination in healthcare setting, so healthcare employers must have the right to ask the vaccination status of its employees.

PAMF in general scores quite low on patient reviews. PAMF in Palo Alto comes in at about 2 stars of the 5 that are available. Because you cannot give below zero stars, the 2 seems to be inflated.

Not good for a medical institution.

There are some sterling excellent doctors and there are some unbelievable imbeciles where it is impossible to fathom how they became doctors. When I was younger, I always thought of doctors as smarter than average ... but we live in a smart community and that "average" seems a bit higher than your medschool bar. The nurses have much more variance and "nitwit" personally and intellectually is not unknown amongst their number.

We know a lot of doctors socially and yes, I know doctors, not just nurses who are "vaccine shy". It's mind-numbing that they really don't understand the basics of mRNA and are "waiting" ... while the exact process of mRNA takes place billions of times within them. mRNA is an amazing tech and society is too cautious about it as a vaccine generator. If it doesn't code for a poison or a potent allergen, and the disease it's fighting is a real risk, you're probably good to go on distribution almost immediately.

Hospitals and staff are still being overwhelmed with COVID cases by an influx of non-vaccinated patients.

Meanwhile those awaiting critical elective surgeries are being placed on the back burner.

The non-vaxed COVID patients should be receiving less hospital priority in these instances, even if they die while awaiting medical treatment.

Why should responsible individuals be paying the price for the irresponsible?

The unvaxed are the pariah of our current national health care system and they deserve no special treatment or privileges.

As a devout Christian Scientist I am firmly committed to the power of prayer along with my personal faith in God as the ultimate healer.

To date I have never received a vaccination of any type and have never been hospitalized for any health-related ailments.

Like the Seventh Day Adventists, a healthy diet and avoidance of sinful behavior can go a long ways towards preserving one's overall health.

Though all anti-vaccinators do not adhere to my personal lifestyle and religious beliefs, they are entitled to go about their lives as they please providing they are not consciously harming others.

The scientific and medical experts promoting the widespread use of vaccines to battle COVID are still baffled at its resilience and some countries are even advocating a second booster in a what appears to be a blind and neverending approach to curtail this serious disease.

Only one's faith in the unknown will offer any solace as humans are not the most intelligent life form in our expansive universe.

No friends over. My husband and I have become hermits. Dianna I think its time you stopped living in fear. For you to feel so entitled to be questioning a nurser or a doctor on their vaccination status, while you enjoy minor eye surgery. I encourage everyone on this thread to watch football this weekend and see how the rest of the county is acting normal. Gavin and his cronies still have us living in fear and are trying to force vaccines on our children.

Though he initially downplayed the seriousness of the coronavirus at first, former President Trump deserves full credit for implementing Project Warp Speed which expedited the creation of novel vaccines designed to curtail the spread of Covid.

The vaccines became available to health care professionals and politicians in December 2020 and to the public by January 2021.

This endeavor in itself is worthy of a humanitarian Nobel Prize.

It is understandable that some people still have their doubts about the overall effectiveness of these vaccines given the recent viral mutations and breakthrough cases.

It is one's personal choice whether to get vaccinated or not and we should not condemn those who opt not to nor applaud those who do.

We have been going to PAMF in Mountain View for years and the thought of asking or wondering whether the employees are fully vaxed has never entered our minds.

Unfortunately in part because of the low vaccination rates and people's lack of respect for others. But they're not encouraging people to drink bleach or take horse meds or gleefully holding super-spreader events attended by elderly veterans who are the most vulnerable. Their supporters aren't out spitting on school children and nurses for wearing masks, attacking waitresses and flight attendants causing flights to be turned back, intentionally coughing on children and sick people, picketing hospitals and threatening medical personnel and patients, blocking hospital access for cancer patients, taking up hospital beds while depriving non-covid patients of needed health care etc etc etc ad NAUSEUM.

As a wise person recently remarked, these attacks have become the new extreme sport.

How is avoiding large public gatherings contributing the spread of Covid? Wouldn't it be the opposite?

Seems as though not everyone is up-to-date on the actual data. A few salient facts:

* Having all currently recommended vaccines reduces an individual's risk of contracting covid by over 90%. It is unfathomable that any HCW would be willing to contract and spread this disease.

* Full vaccination also reduces the risk of death, normalized by age group, by about 99%.

* No, we don't know if we're all going to turn into zombies in five years because we took the vaccine. The vaccines don't have a long track record. But compared to the risk of covid, vaccination is the safer choice, and we do, by the way, know exactly what's in each vaccine.

* With omicron, we're seeing an alarming rise in pediatric cases, doubling every two weeks so far this year. Even if you're sure you'll do fine with covid, no vax needed, you might infect a child who will end up hospitalized.

* Long covid will be a drain on our overtaxed health care system for the rest of all our lives. Long covid can affect any organ and occurs in about 1/3 of all cases, including those with mild symptoms.

People have every right to ask caregivers about vaccine status, and, if the answer isn't satisfactory, to go elsewhere. Would you be ok hiring a babysitter with a communicable disease? I doubt it.

Fact: this virus is continuing to mutate. The vaccines and treatments we are using today may not be effective tomorrow. As fed up as we all are, the virus doesn't care about our feelings. Meanwhile, wearing an N95 mask and taking sensible precautions will cut down on transmission.
