That seems very generous. I was recently in Utah and their roads seemed way better than Bay Area roads. And they have to deal with freezing and thawing weather conditions. I'd be really curious about how the price per mile of road maintenance or repair in the Bay Area compares with that in other locations or states.

maintenance = labor hours (mostly). The cost of a road maintenance worker in Utah, compared to Bay Area? I think asphalt laying machines, hot-tar-seal trailers and such capital expenses, are probably very similar across the country. No Utah/Iowa discount!
